got a tight spot on a hose run. is this the 90 degree elbow that goes from 3/8-18 male npt to 3/4-16 male jic flare?

For a right-angle connection, it matches that setup: one end is 3/8-18 male NPTF pipe thread and the other end is 3/4-16 male SAE 37 degree (JIC) flare, built as a 90 degree elbow adapter.

Got a line running from a hydraulic pump to a control valve where the fitting spot is kind of tucked in at an angle, will this adapter let me swing the JIC end around once it's threaded in, or is it fixed once you tighten it down?

Fixed once tightened. The 90-degree elbow geometry is set, so there's no swivel on the JIC end. You'll want to plan your line routing before you wrench it down, because once the NPT side bites into the port, that JIC male end is pointing one direction and staying there. The offset does give you a good bit of flexibility in tight spots compared to a straight adapter, but the angle itself doesn't adjust.
