trying to hook a 3/8-18 male pipe thread into a 9/16-18 female JIC line, is this the right elbow for that?

For that mix of ends, it matches up. One side is 3/8-18 male NPTF and the other side is a 9/16-18 female JIC 37 degree flare swivel, built as a 90 degree elbow.

got a 3/8 NPT male port on a hydraulic manifold and need to swing a 9/16-18 JIC line off it at a right angle, this the right piece for that?

That's what this adapter handles. The male end threads into a 3/8-18 NPT port, and the swivel JIC female end accepts a 9/16-18 JIC 37-degree flare fitting. The 90-degree elbow lets you route the line perpendicular to the port, which saves a lot of grief when you're tight on clearance or trying to avoid a sharp hose bend.
