Will this elbow adapter hold up in a marine environment where it's gonna be exposed to saltwater?

This Eaton Aeroquip adapter is suitable for marine applications, as well as chemical processing, pulp and paper, and even offshore drilling.

trying to hook a 1/4 pipe port to a JIC hose end, is this the elbow that does 1/4-18 male NPT to 9/16-18 female JIC swivel?

You’ve got the right style. This adapter is a 90 degree elbow with a 1/4-18 male NPT (NPTF external pipe) on one end and a 9/16-18 female JIC 37 degree flare swivel on the other.

Got a 1/4 NPT male port on a manifold block and need to run a 9/16-18 JIC line off it at a right angle. this adapter do that job?

That's what this fitting is built for. One end threads into your 1/4-18 NPT port, and the other accepts a 9/16-18 JIC 37 degree flare swivel line, with the whole thing turning 90 degrees so you can route your hose without fighting tight bends or awkward straight-run geometry. The swivel end lets you clock the JIC connection where you need it before you torque everything down, which saves a lot of headache during final assembly.
