what exactly is this fitting used for? trying to figure out if it'll work for splitting a line into two directions on a hydraulic setup

For branching a line, a tee adapter is the right style of fitting. This one is a steel Eaton Aeroquip 2257 Series tee with 1/4-18 male NPT ends, so it’s meant for NPTF external pipe thread connections.
