Will this adapter work for connecting two JIC flared fittings together?

Yes, this adapter is designed to connect two SAE 37-degree flared fittings. It's a straight union adapter, so both fittings will be in line with each other.

got a hose end with 3/4-16 jic, and the other side is 7/16-20 jic. is this the straight union that’ll hook those two together

For tying two JIC 37 degree flare connections together, this adapter is a straight union with a 3/4-16 male JIC 37 degree flare on one end and a 7/16-20 male JIC 37 degree flare on the other.

Got a fitting on my hydraulic line that's 3/4-16 JIC and I need to step it down to a 7/16-20 JIC connection. This the right part for that?

That's what this adapter is built for. One end is 3/4-16 male JIC 37 degree flare, the other is 7/16-20 male JIC 37 degree flare, both using the same SAE 37 degree flare seating angle. It's a straight configuration, so there's no angle or offset involved. Both sides thread in male, so you'd need female JIC ports or fittings on whatever you're connecting to on each end.
