does this adapter go from JIC on one end to metric on the other, or am i reading that wrong

You're reading it right. One end is a 7/16-20 Male JIC 37 degree flare, and the other is M10 x 1.25 Male metric. So if you've got a metric port on a component and need to tie into a JIC line, this is the piece that bridges that gap. Both ends are male, so plan your mating fittings accordingly.
