got a 1/4 inch tube line, is this the right plug for a 37 degree JIC flare port?

what exactly does this plug do in a hydraulic line, like is it just blocking off a port or something more to it?

Blocking off an unused JIC port is exactly what this fitting handles. The 37 degree flare seating surface creates a metal-to-metal seal when torqued down, so fluid can't push past it even under working pressure. You'd use it anywhere you need to cap a live hydraulic circuit, close off an instrumentation tap that isn't in use, or seal a port during testing or reconfiguration. The male JIC thread is 7/16-20, which is the standard for -4 JIC fittings in most hydraulic and instrumentation hydraulic connections.
