what's the tube OD this sleeve is made for, is it actually 1-1/4 inch or is that just the fitting size?

The sleeve fits 1.25 inch OD tube, so that measurement refers to the outside diameter of the tube itself, not a port or thread size. JIC 37 degree flare fittings are sized by tube OD, so as long as your tube measures 1.25 inches on the outside, this sleeve is the right match for that connection.
