what size tube is this sleeve made for exactly, the 1 inch OD?

this sleeve is sized for 1.00 inch OD tube. It's part of Eaton Aeroquip's 900605 series and uses a JIC 37 degree flare connection, so as long as your tube matches that outside diameter and you're working with a standard JIC flare setup, this one fits the bill.
