i've got a 9/16-18 JIC flare fitting on a line, is this the cap that threads on it?

For a 9/16-18 thread with an SAE 37 degree (JIC) flare connection, this cap is a match. It is a female end cap meant to close off that 37 degree flare style fitting.

So, this is just a cap to close off a line, right? Not like a fitting that goes anywhere?

Correct. This is a cap nut designed to close off a JIC 37-degree flared fitting, not to connect to another component.

what thread size does this cap use, and is it the standard JIC flare angle?

9/16-18 thread, and yes, the flare seat is a 37-degree angle, which is the standard JIC specification. That combination is about as common as it gets in hydraulic line work, so it fits right in with typical JIC male fittings you'd be capping off during maintenance or system storage.
