got a hose with a 1/4-18 female npt swivel end. will this adapter step me up to a 3/8-18 male npt on the other side?

You’ve got the right idea. This is a straight steel adapter that goes from a 1/4-18 female NPT swivel (NPSM internal pipe swivel) to a 3/8-18 male NPT (NPTF external pipe).

got a 1/4 female NPT port on a valve body and need to step up to a 3/8 male NPT connection on the line side, this the right piece for that?

That's what this adapter handles. The swivel end is 1/4-18 female NPT and the fixed end is 3/8-18 male NPT, so it bridges that size difference in a straight configuration. The NPSM internal swivel threading allows the female end to rotate during installation without twisting the connected line, which makes it a lot easier to get a clean, stress-free makeup on the fitting.
