trying to hook a 1/2-14 female swivel side to a 3/8-18 male pipe thread, is that what this elbow is?

For a pipe-to-pipe hookup, it matches that combo: one end is 1/2-14 female NPSM swivel and the other end is 3/8-18 male NPTF, formed as a 90 degree elbow.

Built as a 90 degree elbow adapter, it connects a 1/2-14 female NPT swivel end (NPSM internal pipe swivel) to a 3/8-18 male NPT end (NPTF external pipe).

this one a 90 degree elbow, right? trying to route a line around a tight corner and need to step down from half inch female NPT to three-eighths male NPT at the same time

Correct on both counts. The fitting makes a 90 degree turn and handles that size reduction in a single piece, going from 1/2-14 female NPT swivel on one end to 3/8-18 male NPT on the other. The swivel on the female end also gives you a little flexibility when you're tightening things up, which helps a lot when you're working in a cramped spot and can't easily rotate the line itself.
