got a hose end with 7/16-20 jic female on it, will this adapter give me a 9/16-18 jic male straight out?

Function-wise, it is a straight 37 degree JIC flare union adapter that goes from 7/16-20 female JIC on one side to 9/16-18 male JIC on the other.

For connecting those two JIC sizes in a straight run, this adapter matches 7/16-20 female JIC 37 degree flare on one end and 9/16-18 male JIC 37 degree flare on the other.

got a #4 female JIC line and need to step it up to a #6 male JIC fitting, this the right adapter for that?

That's what this one's for. The female end is 7/16-20 thread, which is your standard #4 JIC, and the male end steps up to 9/16-18, which is your #6 JIC. Both ends are 37-degree flare, straight configuration, so you're getting a direct metal-to-metal seal without any thread sealant needed. Tube OD on this comes in at 0.38 inches. Pretty straightforward swap if your line sizes match up.
