got a hose end that’s 1-5/16-12 female JIC swivel, and the port i need to hit is 9/16-18 male JIC. is this the right reducer or am i backwards

Function-wise, it’s the reducer that bridges those two JIC 37 degree flare sizes in a straight adapter. One side is 1-5/16-12 female JIC 37 degree flare swivel, and the other side is 9/16-18 male JIC 37 degree flare, so it matches what you described.

trying to figure out if this'll work as a reducer between my larger JIC line and a smaller fitting downstream, the size jump from 1-5/16-12 down to 9/16-18, is that what this thing does?

That's what it handles. The female end accepts a 1-5/16-12 JIC 37 degree flare connection and the male end steps down to a 9/16-18 JIC 37 degree flare. Both ends use the same SAE 37 degree seat angle, so you're getting a straight reducer that keeps the JIC sealing geometry consistent on both sides. The swivel on the female end also makes it easier to thread everything up without fighting the line for alignment.
