trying to step down from a 16 JIC swivel to a 12 JIC male, is that what this adapter does

For reducing between two SAE 37 degree JIC flare sizes, this one goes from a 1-5/16-12 female JIC 37 degree flare swivel on one end to a 1-1/16-12 male JIC 37 degree flare on the other, in a straight body.

That's exactly what this adapter is built for. It's a straight reducer that puts a 1-5/16-12 female JIC swivel on one end and a 1-1/16-12 male JIC on the other, so you go from the larger line to the smaller port in one shot.
