trying to hook a 3/4-14 female pipe port to a 1-1/16-12 JIC line, is that what this elbow is for?

Built for that exact connection, it adapts a 3/4-14 female NPTF (pipe) end over to a 1-1/16-12 male SAE 37 degree flare (JIC) end, and it does it in a 90 degree elbow style.

Got a 3/4 female pipe thread on a hydraulic block and need to turn it 90 degrees out to a JIC line -- does this adapter cover that, or do I need something in between?

That's exactly what this fitting handles. One end is 3/4-14 female NPT, the other is 1-1/16-12 male JIC with a 37 degree flare seat, and the body makes a 90 degree turn between them. So if your block has a 3/4 NPT port and your hose or tube end terminates in a female JIC 37 degree swivel, this goes straight in with no intermediate pieces needed.
