trying to hook up two 1/8-27 female npt ends, is this the right adapter or am I mixed up

Function-wise, it’s a straight steel adapter that goes from 1/8-27 female NPT swivel to 1/8-27 female NPT. If both sides you’re mating are 1/8-27 female NPT and you need a straight connection with a swivel female NPT on one end, this matches that thread callout.

fitting's got female NPT on both ends -- does that mean it swivels on one side or both?

Only one end swivels on this adapter. You've got a fixed female NPT on one side and a swiveling female NPT on the other. That swivel is what makes it easier to thread into tight spots without having to spin the whole assembly. Both ends are 1/8-27 NPT, so the thread size is the same across both connections.
