got a hose end that’s 9/16-18 female JIC swivel. will this union let me hook it to another 9/16-18 female JIC swivel?

Exactly what it does. Each end is a 9/16-18 female JIC 37 degree flare swivel, so you can connect two male JIC fittings on opposing lines and get a solid, leak-resistant joint without any rotation or alignment fighting. The swivel feature on both ends helps a lot during assembly when your lines aren't sitting perfectly still.
