does this plug have any thread sealant on it, or do i need to apply my own when i put it in?

No sealant comes applied to the threads. It's built for setups where you'd use your own sealing method, whether that's a bonded seal, an O-ring face seal arrangement, or whatever your system calls for. Just make sure your sealing method is compatible with the port you're threading into before you button it up.

trying to replace a fitting on a british parallel port, is this the one with G 1/4 male threads on both sides?

It is a steel BSPP plug with G 1/4 male BSPP (British Parallel) threads on both ends, so it matches a G 1/4 BSPP male to G 1/4 BSPP male connection.
