what's the pressure rating on this needle valve, and is it good for continuous high-pressure hydraulic lines?

Rated up to 10,000 PSI operating pressure, with a minimum burst pressure of 20,000 PSI. That's a solid safety margin for demanding hydraulic work. The bar stock steel construction and hardened 316 stainless steel stem hold up well under sustained pressure, so running it continuously in a high-pressure line is well within what this valve is built for.

got a 3/8 npt line here, is this valve actually 3/8 npt on the port?

The port thread is 3/8 NPT, and the valve size is listed as 3/8.
