got a hose that measures right around 5.9 inches across, is this clamp the right size or am i pushin it

The key is the inside diameter range. This clamp is sized for 5.75 inch to 6.00 inch ID, so a 5.9 inch measurement falls within that window.

Clamp says 5.75 to 6.00 inch range, does that mean it won't tighten down past 5.75, or is there some wiggle room below that?

That range is the intended fit window for this clamp. You want your hose or fitting OD to fall between 5.75 and 6.00 inches for a proper seat. Going outside that range on either end means you won't get consistent clamping pressure, and with a T-bolt style there's no adjustable band to compensate the way you'd have with a worm-drive clamp. Size it right and it locks down solid.
