clamp says 1.72 to 1.88 ID, does that mean it'll work on a 1.75 inch hose or tube, or is that too close to the middle of the range to get a solid bite?

Right in the middle of the range is actually where these T-bolt clamps tend to perform best. The 1.72" to 1.88" spec covers the full usable clamping band, so a 1.75" outside diameter puts you well within that window.
