clamp says 1.59 to 1.75 ID -- got a hose sitting right at 1.68" outside. that gonna work or am I splitting hairs here?

Right in the middle of the range, so you're in good shape. The clamp covers 1.59" to 1.75" inner diameter, and 1.68" falls comfortably within that window. T-bolt clamps also give you a consistent clamping force around the full circumference, which helps seat the connection evenly rather than just cinching one side. Should be a solid fit for what you're working with.

Hey just want to make sure this clamp will fit what I'm workin' on. It's gotta fit somethin' with an outside diameter of about 1.7 inches, give or take a hair.

It'll fit just right. The clamp is made for diameters between 1.59 and 1.75 inches, so you're well within the range.

trying to replace a clamp i took off a line, how do i know if this one’s the right size

The main thing to match is the clamp range. This one is made for a 1.59 inch to 1.75 inch inside diameter connection, so it’s intended to clamp securely over fittings and connections that fall in that ID range.
