got a hose that measures right around 1.5 inches inside, is this clamp in the right ballpark?

The key detail is the ID range. This T-bolt clamp is made for 1.47 inch to 1.63 inch ID applications, so a 1.5 inch inside diameter falls within that span.

clamp says 1.47 to 1.63 ID, does that mean it won't adjust past that range or is there some give to it?

Fixed range is exactly right. No adjustable ends on this one, so you're locked into that 1.47" to 1.63" window. If your hose or fitting falls inside that range, tension stays consistent without you having to mess with it. Outside that range though, you'd need a different size.
