got a 38 mm tube, is this clamp the right size or am i mixing up metric and inch?

The key is outside diameter. This clamp is the 38 mm size and it is meant to secure pipe or tubing with a 38 mm outside diameter. If you need the inch equivalent, the note provided is mm size x 0.03937 = inch size.
