What's the torque spec on the bolt for this clamp, and what size wrench do I need to tighten it down?

Max recommended torque is 70 in. lbs., which is pretty modest and easy to hit without a torque wrench if you've got some feel for it. The bolt uses a hex T-bolt design, so a standard hex socket or wrench will do the job. Just don't crank past 70 in. lbs. or you risk distorting the band or stripping the nut.

need a clamp for a hose that measures right around 4.7 inches, will this one actually tighten down enough?

Fit comes down to the clamp’s adjustment range. This T-bolt clamp covers 4.5313 inches minimum up to 4.8438 inches maximum diameter, so a hose or connection around 4.7 inches falls inside that window.

The clamp is designed to fit diameters from 4.5313 inches up to 4.8438 inches. This should give you a secure fit within that range.
