what's the torque spec on this clamp, and is 70 in. lbs. the hard limit or just a recommendation?

70 in. lbs. is the max recommended torque, not a destroy-it-if-you-exceed-it absolute ceiling, but it's the figure Dixon publishes as the upper limit for safe, reliable use. Staying at or under that keeps the self-locking nut doing its job and protects the band from deforming. The bolt is carbon steel, so pushing past that number without a good reason isn't doing you any favors long-term.

got a hose that measures right around 3 and a half inches, is this clamp gonna cover that or am i cutting it too close

Fit comes down to the clamp’s working diameter range, which is 3.2813 inches minimum up to 3.5938 inches maximum. If your connection lands in that window, it will tighten down properly with the 0.75 inch wide band.
