got a hose thats right around 3 inch, is this clamp gonna cover that or am i too close to the edge?

It adjusts from 2.7813 inches up to 3.0938 inches in diameter, so a hose that measures about 3 inches falls inside the working range.

What's the torque I should be tightening this clamp down to, and what kind of tool does it take?

Max recommended torque on this one is 70 in. lbs. It uses a hexagon T-bolt for tightening, so a standard hex socket or wrench is what you need. Don't crank past that 70 mark or you risk compromising the clamp and whatever you've got it seated on.
