What's the torque rating on this clamp, and is 70 in. lbs. enough to hold up on a larger hose under pressure?

Seventy inch-pounds is the recommended maximum for this clamp, and that's a solid number for most hose and ferrule applications in that diameter range. The 301 stainless band runs 0.025 inches thick, and the carbon steel T-bolt uses a self-locking nut to keep things from backing off once you've got it snugged down. As long as you're working within the 2.66 to 2.97 inch diameter window and not exceeding that torque, you should get a reliable, stable connection.
