got a hose that measures about 1-3/8 on the outside, is this clamp in the right size range?

It's designed to handle outside diameters from 1.28 inches up to 1.59 inches, so measure your hose to be sure.

clamp says 1.28 to 1.59 range -- my hose measures out right around 1.38 inches outside. that gonna be a solid fit or am i pushing it?

Right in the middle of the range, so you're in good shape. The clamp covers 1.2813 up to 1.5938 inches, and 1.38 sits comfortably between those two points. You'll have plenty of adjustment room to get a firm, even seal without maxing out the hardware.
