fitting's got 1/4 inch tube OD marked on it but want to make sure -- is that the outside diameter of the tube it connects to, not the pipe thread size or nothin like that?

Correct, the 0.25 inch measurement refers to the outside diameter of the tubing this sleeve is made to work with. JIC fittings size by tube OD, so as long as your tubing measures a quarter inch on the outside, you've got the right sleeve for the job.
