does this clamp work on 5 inch hose or do I need to measure the outside too

Both matter here. The clamp is built for hose with a 5 inch inner diameter, but the fit is determined by the outside diameter of your hose. You need the OD to fall between 5.37 and 5.94 inches for this clamp to seat and tighten correctly. If your hose OD lands in that range, you're good to go.

Wondering if this clamp will work on my reinforced hose? It's got a slightly thicker wall than standard.

This clamp is designed for hoses with an outer diameter between 5.37 and 5.94 inches. As long as your reinforced hose falls within that range, it should provide a secure fit.
