trying to swap out an old JIC reducer, is this one the kind that goes from a female 37 degree flare over to a 9/16-18 male JIC?

got a 3/8 tube line that needs to step down to a 9/16-18 male JIC connection, this the right fitting for that?

For a 3/8 inch OD tube on the female side connecting to a 9/16-18 male JIC thread, yes, that's exactly what this reducer is built for.
