got a hydraulic line running 7/16-20 JIC fittings on one end and need to step up to a larger flare connection on the other side. this the right part for that?

that lines up with what this adapter does. It connects a female JIC 37-degree flare on one end to a 7/16-20 male JIC 37-degree thread on the other, functioning as a straight reducer between two JIC flare connections. The tube outer diameter runs 0.63, so as long as your setup matches those specs, you're in good shape for making that transition.

got a hose end with a female JIC 37 flare, will this let me step it down to a 7/16-20 male JIC without doing anything fancy

For a straight reduction between JIC 37 degree flare sizes, it bridges a Female JIC 37 degree flare on one side to a 7/16-20 Male JIC 37 degree flare on the other, so you can make that step-down connection in-line.
