clamp says it's for 8 inch hose ID, does that mean it'll work on my silicone hose or is that gonna cause problems with the liner setup?

Silicone hose is actually one of the main reasons this clamp has an internal liner built into it. Soft and silicone hoses can get damaged, extruded, or sheared by standard clamps under load, so the liner sits between the band and the hose surface to prevent that. For silicone hose at 8 inch ID, this is a solid fit.
