trying to cap off a 1-1/2 camlock line when it’s not hooked up, is this the right piece for that

For keeping a 1-1/2 inch cam and groove connection closed off when it is not in use, this is the dust plug style. It is a 316 stainless body with a Buna-N seal, and it is intended for liquid service.

does this plug work with standard camlock couplers from other brands, or is it only gonna fit HSC stuff?

Any camlock fitting built to the A-A-59326 standard will mate up with this plug, so you're not locked into one brand. That standard replaced the old MIL-C-27487F spec and also covers DIN 2828, which means most industrial camlocks you'll run across in the field should be compatible. The 1-1/2 inch size falls right in the middle of the range where interchangeability is well established, so swapping between manufacturers at that size is generally a non-issue.
