got a hose end that’s 7/16-20 JIC male, and the port on the block is G 1/4-19 BSPP. is this the right little adapter to tie those together

For that exact thread match, yes. One side is a 7/16 - 20 UNF male JIC and the other side is a G 1/4 - 19 male BSPP, and both ends are the 1/4 inch size.

got a piece of equipment running a G 1/4 BSPP port and need to tie into a JIC line, this the right adapter for that?

That's what this one's built for. One end is a 7/16-20 UNF male JIC and the other is a G 1/4-19 male BSPP, both at 1/4" size. So if you've got a female JIC fitting on your line and a female BSPP port on the equipment, this bridges those two standards without any additional hardware in between.
