working pressure on this tubing is listed at 2664 psi -- is that already accounting for some kind of safety buffer, or is that the absolute max before things go sideways?

That 2664 psi rating already has a 6:1 safety factor built in, so it's a conservative working number rather than the edge of failure. The burst pressure on this tubing is actually rated at 15,987 psi. The 6:1 factor is the standard applied for conditions where hydraulic shock and mechanical strain are considered considerable. If your application runs smoother with minimal shock, a 4:1 factor could allow for higher working pressures, but if you're dealing with severe shock conditions regularly, stepping down to an 8:1 safety factor would be the right call.

got a tube bender set up for 3/4 line, is this the right size tubing or am i gonna be fighting it?

With a 0.75 inch outside diameter and a 0.109 inch wall, this is the standard 3/4 inch OD seamless low carbon steel tubing (SAE J524) that’s annealed for bending and flaring, so it’s a good match for tooling sized by OD.
