With the built-in pressure compensated bypass flow control, the adjustable range is 0 to 12 GPM. That lets you meter flow to the work port in proportion to lever movement, and it is set up to keep the work-port flow consistent even when the load changes.

You're reading it right. The pressure compensated flow control built into this valve keeps output flow constant at each work port regardless of load changes. That's the whole point of the bypass-type flow compensation on the SDCF series. Whatever the load throws at it, flow stays proportional to where you've got the lever set. The relief valve is pilot operated and already built in, so you're not adding external components to get that behavior.
