Can this tie rod kit handle different hydraulic setups, like if I'm running a parallel or series circuit?

This kit is designed to work with both parallel and tandem circuits at a max operating pressure of 4600 PSI, as well as series circuits at a max of 3050 PSI.

runs up to 4600 PSI on parallel circuits, does that hold for series setups too or is it lower?

Series circuits carry a different limit on this valve. Parallel and tandem configurations are both rated to 4600 PSI, but series circuit operation is capped at 3050 PSI. Worth keeping in mind when you're laying out a system that might switch between circuit types depending on the application.
