Trying to swap out an old nipple, is this one the 1/2 inch NPT with male threads on both ends?

Yes, this Schedule 40 steel pipe nipple with 1/2-14 Male NPT threading can be used to connect a pressure gauge, provided the gauge also has a compatible 1/2-14 female NPT connection.

does this come with any thread sealant already on it, or do I need to bring my own tape and compound?

No sealant comes applied to the threads. That's actually a plus for a lot of folks since it lets you pick whatever sealing method works best for your setup, whether that's PTFE tape, pipe dope, or something else you already have on hand. Just make sure the mating fitting is also 1/2-14 NPT female and you're good to go.
