got a port on my hydraulic setup i need to cap off, is this Permco plug meant for sealing ports like that?

Port plugs like this one block off unused openings in hydraulic components. When a pump, valve, or manifold has a port that isn't being used in a given circuit, you seal it off so pressure doesn't bleed out and contaminants don't get in. The Permco plug handles that job and carries part number S-0280, also cross-referenced as C1DK51 if you're looking it up through another supplier.
