putting together a system that runs right around 4000 psi. what kind of block or housing do I need for this cartridge?

Steel housing is absolutely required anytime you run these over 3000 PSI. You will also need to make sure the manifold or block has a machined C-10-2 cavity size since the valve is sold as the cartridge only.

got a system that needs a relief set around 1200 psi. is this one already set there or do i have to mess with it right out the box

From the factory it is set at 1200 PSI within its adjustable range of 100 to 2000 PSI, and the adjustment is a screw style.
