Can this be put on from the outside of the tank, or do you have to get inside the reservoir to mount it up?

Front mount style units like this one can go on from the outside as long as the tank wall is thick enough to tap for the 1/2-13 threads. You don't have to have interior access, though it also works fine if you do have access inside and want to use the furnished nuts. Either way, there's a 1/16 inch adjustment built in to help with alignment during mounting.

got a tank you cant get your hand inside, is this the kind you can mount from the outside?

For reservoirs with no interior access, the front-mount construction lets you install it from the outside as long as the tank wall thickness allows for tapping. That same construction also gives you about a 1/16 inch alignment adjustment to help it line up clean during mounting.
