got a PA46 pump and a single-strand stressing jack with a Power Wedge seater. is this the right valve to bolt on?

For that setup, it is a pump-mounted, lever operated 3-position manual valve made for single strand, double-acting stressing jacks with a Power Wedge seater, and it is listed as compatible with PA46 series pumps. One note on the PA46 models marked with an asterisk is they may have reduced first flow stage characteristics because of internal valve restrictions.

how does the "A" port stay pressurized when you move over to the "B" position? seems like it'd just bleed off

The "A" port is checked internally, so pressure holds there even after you shift the valve to "B" position. It won't release until the "B" side builds to roughly half the pressure sitting on the "A" port. Once that differential is met, "A" releases on its own. Long as you keep that pressure difference going, "A" stays open. To fully dump "B" port pressure when you're done, you stop the pump and cycle the valve back to "A."
