Will this fitting work for standard power steering lines, or is it only for certain vehicles?

This Brakequip fitting uses a 5/8-18NF thread form, which is a common size for power steering hose and hard-line assemblies. It should work with any power steering line using that standard size.

putting a new power steering hose together, is this the swivel end that lets you clock it where you need it?

For power steering line connections, the female swivel style is meant to rotate during install so you can line the hose or hard line up without twisting the line itself. That makes routing easier in tight spots and helps keep stress off the connection.
