Can this valve handle pressures up to 5000 PSI without a steel housing?

No, pressures over 3000 PSI require a steel housing for this valve. That's a must to keep things safe and working right.

factory set at 3500 but the job calls for something closer to 4500 PSI -- is that something you can dial in with the screw adjustment or is it locked from the factory?

The screw adjustment on this valve lets you set pressure anywhere in the 1000 to 6000 PSI range, so dialing up to 4500 is well within what it can handle. Just keep in mind that anything above 3000 PSI requires a steel housing. The cavity size is C-16-3, sold separately, so make sure whatever housing you're sourcing is rated for the pressure you're running.
