got a cylinder with a 4 inch bore and an o-ring groove on the piston, is this the right t-seal for that setup?

does this t-seal work up to 10,000 PSI or is that just the upper limit they slap on the spec sheet without it actually holdin up that high

That 10,000 PSI figure is the rated upper limit for this seal, so it covers the full range from zero pressure up to that ceiling. Whether your system runs low, mid-range, or up near that max, the seal is built to handle it. The Buna-N rubber and hard plastic back-up rings are what keep it stable under that kind of load.
