hose is rated for vacuum too, or just pressure side work?

Vacuum service is supported up to 28 inches Hg, so it handles suction lines just fine alongside discharge duty. The steel helical wire in the wall keeps it from collapsing under vacuum, which is what makes it work on both ends of the system. Max operating pressure on the discharge side runs up to 150 PSI.

running diesel transfer, i need a hose that’ll pull and push product. is this one actually built for suction and discharge?

Built for petroleum product suction and discharge, it uses a steel helical wire to help it hold shape under vacuum and it is rated for vacuum service up to 28 inches Hg. The tube and cover are an NBR blend, and there is an anti-static copper wire integrated into the reinforcement.
