What kind of petroleum products can this hose actually handle, and is there any limit on the oil type I need to know about before ordering?

Petroleum-based products are what this hose is built around, including oils with an aromatic content up to 50 percent. The tube and cover are both made from an NBR blend, which holds up well against petroleum exposure in that range. Just keep in mind that if your application runs higher aromatic content than that, this hose would not be the right fit.

need a hose for pulling diesel out of a tank then pushing it back out, will this one handle suction without collapsing

For suction and discharge work with petroleum products, it is built with a single steel helical wire plus anti static copper wire reinforcement, and it is rated for vacuum service up to 28.
